Dear Owners & Trainers,
This communication is to advise you that, beginning April 1, 2026, if you enter an unregistered Covered Horse in a Covered Horserace, you will be subject to a $1,000 fine for a violation of HISA Rule 8100(k).
Please remember that every Covered Horse must be registered with HISA on the date of their first timed and reported workout. Failure to timely register a horse constitutes a separate violation of HISA Rule 8100(g).
Action Required
Please verify that every Covered Horse in your care who has completed a timed and reported workout is registered with HISA.
For your convenience, here’s how to register a horse with HISA:
- Log into your HISA Portal using your credentials.
- Navigate to the “Horse Management” section, if not already on the “My Horses” page.
- Open the “Register Horses” or “My Horses” page.
- Click the “Register a Horse” button and enter all required information to complete the process.

Rule 8100(g)
Violations under this Rule shall include failure to register with the Authority, failure of a Responsible Person to register a Covered Horse, making a knowingly false statement or omission of information in an application for registration with the Authority, or failure to advise the Authority of material changes in the application information as required by the rules of the Authority.
Rule 8100(k)
Violations under this Rule shall include entering a Covered Horse or causing a Covered Horse to compete in a Covered Horserace prior to registering the Covered Horse with the Authority in accordance with the Rule 9000 Series.
